Flint pours more than $49 million into water systems most residents never see

Flint, Michigan – Much of Flint’s most important infrastructure is rarely seen. It runs beneath streets, behind secured gates and through facilities that most residents will never enter.

Yet over the past six years, the city has directed millions of dollars toward those hidden systems, replacing aging equipment, improving emergency reliability and preparing its water and wastewater networks for decades of continued use.

At Flint’s Wastewater Treatment Plant, nearly every major process has been upgraded. The work included rehabilitation of the 3rd Avenue Pumping Station and improvements to the two force mains that carry wastewater roughly 3.5 miles to the plant.

A major change now allows workers to shut down either force main independently. In the past, the pipelines were connected in a way that complicated maintenance. New valves and access vaults allow one line to continue operating while crews inspect or repair the other, lowering the chance of service disruptions.

Crews also cleaned and inspected the larger force main and installed a protective liner along one mile of the pipeline. The liner is expected to extend the pipe’s working life and reduce the risk of future failures.

The treatment plant’s electrical control system was completely modernized as well. The updated system improves daily reliability and helps keep critical equipment running during power outages and other emergencies.

Flint’s drinking water facilities have received equally extensive attention. The Cedar Street Reservoir, capable of storing 20 million gallons, underwent its most comprehensive inspection and rehabilitation in decades. While that work was underway, the city relied on the 20-million-gallon Dort Highway Reservoir as a backup, allowing water service to continue without interruption.

Equipment at the Cedar Street Pumping Station, some of it operating since 1948, was replaced with modern pumps, valves and electrical components. Workers also installed new access hatches, restored service roads and completed other site improvements.

Inside the reservoirs, remotely operated sluice gates were added to improve water circulation. The chlorine feed system was upgraded for stronger real-time monitoring and water-quality control, while a structural review confirmed the facilities remain compliant with state and federal requirements.

The drinking water projects cost a combined $9.3 million — $4 million for the reservoir rehabilitation and $5.3 million for pumping station improvements.

Wastewater modernization has also brought substantial outside investment. Phase III received $20 million in grant funding, while Phase IV received another $20 million grant and a low-interest Clean Water State Revolving Fund loan. Altogether, more than $40 million in grants has supported Flint’s wastewater system.

For residents, the payoff is practical: fewer disruptions, safer repairs, stronger water-quality monitoring and less reliance on equipment that had already served the city for more than 75 years.
